GENERAL REGULATIONS


1. Invitation

AVE-KONTAKT Pardubice agency (the organizer of Czech Open Chess Festival and Czech Tour Chess Festivals Series), Chess Federation of the Czech Republic and European Chess Union have the honour of inviting youth teams from each national chess federation, ECU affiliated, to participate in the EUROPEAN YOUTH TEAMS CHAMPIONSHIP organised in Pardubice, the Czech Republic from 14th July (Arrival) to 22nd July (Departure) 2010.


2. Participation

2.1. Each national federation may enter an unlimited number of teams.

2.2. Each player must be born after 1.1. 1992.

2.3. The tournament will be organized in 2 categories - boys and girls. Boys teams will be composed of 4 players and 1 substitute, girls teams of 2 players and 1 substitute. Participation of girls in the boys tournament is admissible.

2.4. Accommodation and travel expenses for teams will be covered by national chess federations or teams themselves.


3. Entry - Registration fees & FIDE fees

3.1. In accordance with ECU regulations an entry fee of 100 EUR is required for each team.

3.2. The ECU entry fee must be paid before the start of the first round alternatively directly to ECU or to the Organizing Committee in Pardubice.


4. Registration and Travel conditions

4.1 Entry forms must be filled in and sent to the Organizing Committee not later than June 1st 2010. If the registration form is not completed by the federation, a copy must be sent to the national federation.

4.2. The complete registration form must include the surname/s, first name/s, FIDE ID number, FIDE rating and title, and passport number or identity card number of each player and each accompanying person. It must also include the name and telephone/e-mail/fax number of the delegation chief.

4.3. There is a very good and cheap railway connection between Prague and Pardubice. The organisation committee can arrange the transfer from Prague airport to Pardubice. The cost of bus transportation from Prague airport to Pardubice (July 14) with return on the departure day (July 22) is 40 EUR per person. Transportation in other days is possible after personal requests.

4.4 At the moment of registration (until 1st June 2010) the amount of 30% of the total accommodation cost + 40 EUR transportation cost (if required) must be transferred, free of bank charges, to the following bank account of the organizing committee for each participant or accompanying person:

4.5. Once the transfer has been confirmed, the Organising Committee will confirm the assigned booking confirmation for all the room reservations.

4.6. As exception, all payments can be realized in cash or through credit and debet cards during the registration in Pardubice.


5. Accommodation - Playing hall

5.1. Accommodation and board will be provided at the Labe hotel ***. Participants will get double rooms with their own WC and shower. The price for this accommodation with full board is 42 EUR per day per person, it means 336 EUR for the whole event (8 nights). Single rooms are available as well. The price is 66 EUR per day per room with full board.
Playing hall is the multi-purpose "CEZ Arena" (a new rebuilt ice hockey stadium) at the distance of 200 m from the Labe hotel.

5.2. All payments for all players and accompanying persons must be made on arrival in Pardubice or in advance in EUR, USD, CZK currency. No later payments will be accepted.

7. Rules and regulations

Both tournaments (for boys and girls) will be played according to the Dutch Swiss System in 7 rounds. For the start ranking only FIDE ratings are used; national rating will not be accepted. Unrated players are counted with 1200. The teams are ranked according to the average rating of the four highest rated players in the boys section, and of the two highest rated players in the girls section. The results will be sent to FIDE for rating.
The time rate should be 90 minutes for the first 40 moves followed by 30 minutes for the rest of the game with an addition of 30 seconds per move starting from move 1.

The term of the lineup handover for the round to the arbiter:
1. round - before the beginning of the round
2.-6. round - during the previous round or between 9.00 and 10.00 on the day of the launching of the given round
7. round - during the 6th round

Criteria used for ranking:
1. number of the match points (win = 2 points, draw 1 point, defeat 0 points)
2. number of game points (score)
3. sum of the board points of all team's opponents
4. sum of the board points of all opponents defeated plus one half of the board points of all the opponents with which a tied result was achieved
5. sum of the board points of all the team's opponents, excluding the opponent who scored the highest number of board points and the opponent who scored the lowest number of board points

By the unpaired lot a team will obtain 2 match points and 50% of points to the score.
If an opponent does not come out, a team will obtain 2 match points and 100% of points to the score.

In case of the low number of teams the organizing committee can decide that the tournament will be played by round robin system with different numbers of rounds. Time schedule can be changed except the dates of 1st and the last round.


8. Prizes - Awards

8.1. The first team-winners in both categories (boys and girls) are the European Chess Teams Champions for 2010.

8.2. Team-winners of the First, Second and Third places in both categories and the members of the teams will be awarded Gold, Silver and Bronze medals, Diplomas and Special Trophies.
Material prizes for all participants.


9. Tournament bulletin

Tournament bulletin will be free of charge for each team.
Additional bulletins will be on sale.

12. Visa information

Teams or players needing visa are requested to contact the organizing committee before June 1st 2010.
The organizing committee will provide invitations for visas only after the necessary payments. Schengen visas are valid in the Czech Republic from 2008.


13. Special offer

Participants and accompanying persons can continue to stay in Pardubice for participating in the following tournaments of Czech Open International Festival.
